This is a searchlight. It is essentially a high-powered light on a swivel, attached to a 'Mech or combat vehicle for the purposes of illuminating areas. While searchlights have very little practical purpose, they do improve visual spotting distance effectively enough, giving them a small combat benefit. A very small one.
